In 1986, Yugoslav nuclear power expert Lehmann arrived in the East China Sea to assess China's nuclear power capabilities and inspect their nuclear power plants. Ye Jia Ming, a fitter, and Lin Tian Chen, a buyer, were the first to support Lehmann during his inspection. However, during the construction of a new plant, Tian Chen was corrupted by Ding Li and accused of a variety of crimes by his superiors. Feeling betrayed, Tian Chen resigned from his position and fled to the United States, leaving his son, Lin Qi, in the care of the Ye family.
